Skills-First Hiring in Singapore: Looking Beyond the Qualification

The signal behind the shift

Academic qualifications were not the main determinant in hiring for 79.6% of vacancies in Singapore in 2025, according to the Ministry of Manpower. That share increased from 78.8% in 2024. This does not mean qualifications have become irrelevant, or that every role is open without formal credentials. It indicates that employers are frequently placing greater weight on other evidence when deciding whom to hire.

Start with outcomes, not a longer checklist

A skills-first process begins before the interview. Instead of building a job description around an idealised candidate, identify the outcomes the role must deliver. For a marketing position, that might mean interpreting campaign data and improving conversion. For an operations role, it might mean reducing errors or coordinating a reliable handover. These outcomes can then be translated into specific capabilities, separating essential requirements from preferences that unnecessarily narrow the field.

Make assessment resemble the work

Practical assessment should be relevant, proportionate and consistent. A short exercise could ask an applicant to explain a dataset, prioritise competing customer requests or outline an improvement to a process. Use the same core brief and scoring criteria for candidates applying for the same role. The aim is not to obtain free consultancy or reward presentation polish. It is to gather comparable evidence of how people think and work. Any task should have a clear time limit and avoid confidential company information.

Recognise transferable experience

A candidate changing sectors may not use the same terminology as an established insider. That does not automatically mean their capabilities are less relevant. Customer handling, stakeholder coordination and analytical judgement may transfer across different settings, although technical or regulated work can still require specific credentials. Interviewers should ask candidates to explain the context, action and result of previous work, then test how that experience would apply to the new role.

Hiring is only the beginning

Skills-first recruitment works best when onboarding follows the same logic. Identify what the new hire already does well, define the remaining gaps and agree on early development goals. For candidates, the corresponding lesson is simple: make capability visible. Replace broad claims such as “strong communicator” with concise examples of the problem, the action taken and the outcome achieved. The qualification may open a conversation; evidence helps make the case.
