The mid-career move: why 40 is a launch point, not a limit

Ten or fifteen years into a career, many professionals face the same question: keep climbing the same ladder, or move into a field with more growth? In Singapore, that decision is now better supported than ever, by government funding, by structured programmes and by employers who increasingly value proven experience. The key is to move with a plan.
More support for mid-career learning
Under the SkillsFuture Level-Up Programme, Singapore Citizens aged 40 and above can receive a Mid-Career Training Allowance for up to 24 months of eligible training. For full-time courses, it pays 50% of average monthly income, between $300 and $3,000 a month. A part-time allowance of $300 a month is being rolled out from early 2026 for employed learners, and Budget 2026 widened the courses it covers.
Budget 2026 also set aside more than S$400 million for an Enterprise Workforce Transformation Package. It helps companies redesign jobs and retrain staff, which matters because many mid-career moves now happen inside organisations rather than through a new job.
Fairer hiring is becoming law
The Workplace Fairness Act, passed in two bills, is expected to take effect in 2027. It will give employees a legal route to challenge discriminatory employment decisions, starting with internal grievance handling and mediation. For mid-career and older professionals, that strengthens the principle already set out in the Tripartite Guidelines on Fair Employment Practices: hire on merit, skills and experience.
Why employers should pay attention
MOM's Job Vacancies 2025 report found that about three in four PMET vacancies left unfilled for six months required at least two years of experience. Mid-career professionals have exactly what those roles need. At the same time, the share of retrenched residents re-employed within six months dipped in the second quarter of 2026, so more experienced people are available. Employers who hire for adjacent experience and support targeted upskilling gain a strong talent pool.
A five-step plan for professionals
- Pick a sector with momentum. Frontier Technology, sustainability, healthcare management and social & care services are all growing.
- Map your transferable strengths. Identify the skills and outcomes from your career so far that a new sector already values.
- Close one defined gap. Choose a targeted programme or project that addresses the specific requirement you lack.
- Build visible evidence. A portfolio piece, supervised assignment or measurable result speaks louder than a broad claim.
- Move with support. Use the allowances, conversion programmes and advisory routes now available rather than making the leap alone.
For employers
Treat mid-career candidates as a pipeline, not a one-off hire. Partner with institutions where experienced professionals are already upskilling, write job ads around skills and outcomes rather than narrow backgrounds, and use job redesign to create stepping-stone roles.
